Since January 1992 I have worked for DBCC as an adjunct
professor of
social sciences. For 30 years, I have been a professor of social
science,
history, political science, public administration and policy and
management
with a excellent record of applied projects of real value to
people and
communities. I have developed self-supporting training programs
for public
employees and academic courses as full professor and program
director,
along with the funding and managing many successful projects. I
have been
a teacher for many years with a very congenial response from
students and
harmonious relations with colleagues in a variety of cultures. I

Personal History
I was born in Europe when my father Irving (Peter) Pflaum
was with the United Press
International. My family participated in the events of the times
in Europe. My father was the foreign
editor in Chicago for the Sun- Times and did wartime service for
the OSS. I attended public school in
D.C., Chicago and the suburb of Evanston. I graduated from the
University of Chicago. When the three
year degree in General Studies was completed, I finished with
honors the more traditional four year B.A.
in social sciences with a major in American History and
Economics.
After college I attended for one year the London School of
Economics in International History
and taught at a community college in St. Albans. I also traveled
and worked in the travel business. Such
experience is critical in learning about other cultures and
vastly expanding one's horizons. I taught
American Civilization in Italy. In 1965 I was asked to join the
Inter-American University, San German,
Puerto Rico.
The work there included teaching a wide range of
subjects: history, economics, politics, and
other social sciences. At the same time I attended Harvard's
Graduate School, at first part time and
then full time.
At Harvard my work was a program of social and economic
planning in human resource
development.
The Center for Economic Development was a small but
very interesting program and
included the people who set up the Peace Corps in West Africa.
The program involved quantitative
models and computer application to provide the human resource
element of development plans. We were
supported by the Ford Foundation with joint efforts at the School
of Business at Harvard and MIT's
Slone School.
After the Master's at Harvard, I worked in Tallahassee, Florida,
while completing the Ph.D. in Public
Planning and Government. We received several grants in the
quantitative analysis of policy issues,
including one for my thesis on districting applications. I was
fortunate enough to spend a year as staff of
the Florida Legislature with a House of Representatives leader,
D. Robert Graham. In 1972 after
finishing the Ph.D. in Government, I taught Urban Affairs in
Minnesota. For one year I was with the
Chicago Regional Office of the Department of HEW, in charge of
research and evaluation. Being a
federal civil servant is an excellent way to have real
information on how the government works.
The
appointment was renewed in Urban Research and teaching at the
Universities of Nebraska and
Wisconsin. We worked on a wide range of projects in housing,
social planning, racial integration,
evaluation, and other funded projects with the Federal, State,
and Local governments as clients. In 1975
I was offered a position with the program in Public
Administration, California State University at Long
Beach, (Associate Professor). My college appointments with
The
College of the Virgin Islands was a
director of the Bureau of Public Administration and Professor in
the MBA/MPA program, at USAO is to
teach the full range of undergraduate political science classes
and work on the Comprehensive
Development Plan under Title III, Higher Education.
My wife and I have two small children -- Sara Lynn, age twelve,
and James Blaine, eight years (1996).
